The portrayed woman is not a Muslima but the late author Marguerite Yourcenar.
In that country no law against banning hidjab but... local police and school regulations...
A judge ruled that the law against racism and xenophobia does not apply to schools, "since schools are considered, from their neutral nature, to advocate diversity and thus to oppose racism and xenophobia already".
An other judge ruled that the regulations imposed by schools on students and their parents "also apply in the vicinity of the school".
Most schools are forbidding thus any (then they are not discriminatory...) sort of permanent head covering.
Jews have their own school. Islamic schools are possible but opposed by the State paid "Executive of the Muslim of Belgium". A criminal investigation against that organization for alleged fraud of the millions of Euros received is being conducted ever since. It is the EMB who screens mosques, imposes regulations on mosques, who screens teachers (for being 'radical' not for drinking alcohol or going to prostitutes; these things are considered private), it is the EMB who also licenses "Teachers in Islamic Religion".
